Call for tenders for "ESPON Cultural Heritage as a Source of Societal Well-being in European Regions"

The ESPON EGTC is launching a competitive dialogue called “Cultural Heritage as a Source of Societal Well-being in European Regions” in order to develop and improve the ESPON knowledge base and with that enhance the European territorial evidence production in the framework of the ESPON 2020 Programme, under Specific Objective 1.

Cultural heritage is a resource that can trigger economic, social and environmental benefits to society. European cultural heritage benefits from a range of EU policies, programmes and funding. Cohesion policy is investing in culture through the preservation and promotion of heritage, as well as by supporting cultural and creative sectors. Despite this, there is still insufficient information on the effect that investments have on territories. 

At the same time there is a growing demand for going beyond impact on growth and jobs and look into more wider impacts on society. For instance, recent research suggests that cultural heritage attracts highly skilled workers and thus improves the overall quality of life in terms places becoming more innovative in their governance solutions and productivity.

The competitive dialogue should define a solution to establish European territorial evidence on the impact of cultural heritage and associated investments on society, considering the quality of life and other aspects.

Main expected results

This competitive dialogue shall cover the following knowledge needs

- A common theoretical framework defining societal domains and dimensions of societal well-being on which cultural heritage has an impact.

- A common methodological framework describing how to determine the societal impact of cultural heritage on these societal domains and dimensions.

- Evidence (collected data and set of indicators, potentially exploring options of using big data and social media) on the societal impact of cultural heritage in European regions over the past 10 years.

- Evidence on the societal impact of digitalization of cultural heritage and use of new technologies in the defined societal domains

- Evidence of how the presence of cultural assets and associated investments contribute to regional/rural/urban development and improved territorial cohesion.

- Case studies on different types of regions

- Recommendations for policy development at European, national and regional scales.

Budget

The maximum available budget for this contract is EUR 850,000.00 (eight hundred and fifty thousand Euros), exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation, and delivery costs.

Additional information on the procedure:

This is a competitive dialogue procedure. As a first step, interested economic operators have to submit a Request to participate in the form of a European Single Procurement Document (ESPD). The ESPON EGTC will then evaluate the Requests to participate on the basis of the exclusion and selection criteria and select up to 5 participants (based upon prior experience in the field) to the dialogue stage. Up to two dialogues based on input papers from the tenderers will then be held, followed by the submission and evaluation of final proposals.
