Call for tenders: "ESPON Interregional Relations in Europe"

The ESPON EGTC is launching a competitive dialogue called “Interregional relations in Europe” in order to develop and improve the ESPON knowledge base and with that enhance the European territorial evidence production in the framework of the ESPON 2020 Programme, under Specific Objective 1.

The interregional dimensions of Europe’s economies are an important source of value-added activity and the ESPON EGTC intends to investigate the extent to which they can be distinguished and measured. Activity under this theme should assess the availability of data on interregional interlinkages and flows for businesses, human capital, consumption, imports and exports and propose methodologies for overcoming potential data limitations.

The challenge is that policy research analysing regional place-based development strategies has been hampered by a lack of data when looking for evidence on interregional relations, which are becoming central in the new European policy initiatives.

This competitive dialogue should define a solution to establish European territorial evidence on regional trade in goods and services, flows of finance, labour movement flows and trends between regions in Europe.

Main expected results

The competitive dialogue will cover the conceptual and methodological definition of the following knowledge needs:

- An overview of data and data sources to be used and a plan for overcoming potential challenges in relation to data collection, data harmonisation and missing data.
- Building evidence on interregional relations across Europe (interregional trade, flows of finance, labour mobility, firm dynamics)
- Implementing case studies on regions in different contexts, with different levels of development, with different growth models and with different levels of economic integration with neighbouring regions and within Europe
- Building different scenarios, e.g. on the impacts of Brexit on different regional economies in Europe.

Budget

The maximum available budget for this contract is EUR 1.100,000.00 (one million one hundred thousand Euros), exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation, and delivery costs.

Additional information on the procedure:

This is a competitive dialogue procedure. As a first step, interested economic operators have to submit a Request to participate in the form of a European Single Procurement Document (ESPD). The ESPON EGTC will then evaluate the Requests to participate on the basis of the exclusion and selection criteria and select up to 5 participants (based upon prior experience in the field) to the dialogue stage. Up to two dialogues based on input papers from the tenderers will then be held, followed by the submission and evaluation of final proposals.
