E-learning on the ESPON Territorial Impact Assessment (TIA) web tool

19 March 2018 to 22 March 2018

This e-learning consisted of two webinars guided by OIR, an expert on the ESPON Territorial Impact Assessment tool (TIA tool).

Additional support materials were made available to all participants.

During the first webinar (~1hour), participants had the opportunity to learn and explore the concept of Territorial Impact Assessment (TIA) and the ways to apply it using the ESPON TIA web tool (based on the TIA quick check methodology); participants also learnt about its objectives, functionalities, capabilities and importance of carrying out a TIA workshop.

During the second webinar (~1hour) a selection of application cases and their results after applying the TIA tool in a workshop setting was presented to participants. This selection was made from the list of previous TIA workshops (e.g. urban TIA, TIAs organised by CoR and DG Regio) that are relevant for the target countries (Southern Europe).

ESPON TIA web tool:

The ESPON TIA web Tool is an interactive web application that can be used to support policy makers and practitioners with identifying potential territorial impacts of new legislation and policies.

The tool combines the expert knowledge and judgements about the potential impact with a set of statistical data describing the characteristics of regions. Based on the different sensitivity of regions, the expert judgments are translated into maps showing the potential territorial impact of EU policy on NUTS 3 level. These maps can serve as a starting point for further discussion of different impacts of a concrete EU policy on different regions.

Description and aim of the e-learning:

This e-learning was targeted to national, regional and local policy makers and practitioners from all ESPON countries, particularly those from Southern Europe (Bulgaria, Cyprus, Croatia, Italy, Greece, Malta, Portugal, Romania, and Spain).

Its main goal was to raise awareness and demonstrate to the participants the capabilities and added value of performing an ex-ante analysis of the potential impact and territorial effects of a specific policy or legislation on the development of regions by examining all relevant indicators.
