Policy Brief: Indicators for Integrated Territorial and Urban Development

Under the Cohesion Policy for 2014 – 2020 integrated territorial development has gained a new momentum. The European Commission has introduced new tools that can be used to implement territorial strategies in an integrated manner by combining several funds and addressing the development of a territory across sectors, namely integrated territorial investments (ITI).

As the implementation of the integrated development strategies is under way it is paramount to understand the added value of investments being implemented in an integrated way. There is a need for a recommending clear set of indicators which could be used for measuring the impact of integrated territorial investments on an aggregate level. However, little is known about measuring the effectiveness of integrated territorial investments.

The analyses are based on the two fundamental questions:

  • To what extent is it possible to measure the move towards integrated territorial and urban development?
  • What kind of indicators and data is needed to capture the impact of integrated investments on territorial and urban development across sectors?

The working paper is as a background document the policy brief offering policy advise on how to measure the impact of integrated investments, based on in-depth analysis of the ESPON projects ESPON 2013 projects (INTERCO, KITCASP, SIESTA, TPM, and ESPON Atlas) and ESPON 2020 projects (ESPON 2020 data and map updates, ESPON Database Portal).
