Call for Tenders for the Report “State of the European Territory”

The service contract resulting from the call for tenders for the “State of the European Territory” report shall support the ESPON EGTC in producing this publication aiming at:

  • Supporting policy makers in drafting their future regional development support programmes (national, regional, local and territorial cooperation programmes), as well as regional and local development strategies in the context of the proposals on future EU policies (including Cohesion Policy, agricultural and rural development policy, environmental policy, transport policy etc.);
  • Providing contributions to the development of the European Commission’s 8th Cohesion Report; and
  • Linking with European territorially relevant policy processes concerning e.g. the renewal of the Territorial Agenda 2020 and the Urban Agenda for the EU

The main outcome should be a highly communicative, visually appealing (i.e. a good balance of text and maps/figures) and easily readable territorial observation report. The task of the service provider shall be to take the lead on the production of the report by drafting chapters and organising participatory events as described in these terms of reference. The service provider will be assisted and supported by the ESPON EGTC that will ensure the overall coordination of the compilation process and provide ESPON data and content input for each chapter based on ongoing and completed research activities.


The maximum available budget for this contract is EUR 80,000.00 (Eighty thousand Euros), EXCLUSIVE of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
