Call for Tender for ESPON Targeted Analysis

ESPON Targeted Analisys Projects aim at supporting the extended use of territorial evidence adding a European perspective to policy development at national, regional and local levels. These projects use ESPON evidence in concrete practise with the objective of directly contributing to informing policy decisions and territorial development strategies. These activities are a continuation of successful Targeted Analyses implemented within ESPON 2013.

Regional strategies for sustainable and inclusive territorial development (ReSSI) – Regional interplay and EU dialogue

The service contract resulting from this Call for Tender shall examine how sustainable and inclusive economic development can be promoted in the evolving landscapes of territorial governance and planning in the stakeholders’ territories. The main outcome should be evidence about European territorial governance regimes as well as guidance for the stakeholder territories for the delivery of the European Cohesion agenda.

This targeted analysis shall focus on four territories, each of which is characterised by particular governance tensions in relation to the allocation of territorial development responsibilities and to the specific characteristics of actors involved and issues at stake. In each of the four contexts there is a growing need for territorial development strategies involving a variety of stakeholders within and beyond existing administrative territories. These strategies should complement existing regional development policies with a multi-level, as well as functional, approach to sustainable and inclusive territorial development.

  1. Coventry City Council (lead stakeholder), represented by the Innovate Coventry team and the planning office
  2. The Region of Southern Denmark, Department of Strategy and Analysis, Regional Development
  3. Piedmont Region, Environment, Government and Territorial Protection Directorate
  4. Oeiras City Council, represented by the Mayor and the Office for Prospective and Strategic Development and Geographical Information

Stakeholders needs

The objective of this Targeted Analysis is to satisfy the stakeholders’ knowledge need as defined below:

  • How to promote sustainable and inclusive regional development strategies, taking into account the changing role of regional authorities and the proliferation of stakeholders in functional territories?
  • What are good practices in delivering economic development policies in this new territorial governance framework?
  • What can be appropriate structures that will enable Coventry to share resources and align policy objectives with other participants in the newly created Combined Authority?
  • What can be new forms of cooperation and dialogue amongst municipalities in Southern Denmark around a wide spectrum of issues?
  • What is the role of Piedmont Region in governing the change in the non-metropolitan part of its territory, to ensure that these areas are not excluded from the main development trajectories?
  • How can territorial institutions in and around Oeiras be aligned to promote sustainable development and well-being in the region?

Budget

The maximum available budget for this contract is 250.000,00 Euro, exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
