Call for Tender - Webservices and IT-Solutions (2012-2015)

This Call for Tender aims at selecting a service provider able to carry out the work in relation to webservices and IT-solutions for the period 2012-2015, and more specifically:

  • To update, maintain and host the ESPON Website in order to ensure its continuous access for the public and the public recognition as the central information tool of the ESPON 2013 Programme;
  • To support and integrate web-based facilities (current and new ones) into the ESPON Website so that it serves as a user-friendly portal for ESPON users;
  • To ensure that ESPON CU staff may easily fulfil the role of the web content editor.
  • To host, maintain, update and support the internet-related functionalities email, internet, intranet and concurrent applications (e.g. PMSS) in order to ensure that ESPON CU staff can continuously work with their internet-related functionalities.

The services requested are further explained in the technical and administrative terms and conditions.

Budget

The maximum available budget for this contract is € 75.000, inclusive all taxes (incl. VAT) and delivery costs.

In accordance with section 2.9.1 of the Terms of Reference, Technical and Administrative Terms and Conditions, please find here below a request of information received from a tenderer on 7 December 2011 by email ([email protected]) and the complementary information from the Contracting Authority:

Question:
“Page 23 point 2.8.3. 3rd paragraph (of the Terms of Reference) states that the sole objective of the scenario in Annex D is to provide a fair, non discriminatory basis for comparing the financial part of the tenders. However part of this scenario is also the cost of migration of the existing environment to an eventual new contractor – costs which are not applicable to the incumbant of the contract. Can you explain how the price comparison would take into account this fact?”

Answer from the Contracting Authority:
"Migration costs are to be considered as any other costs. They result as a natural matter of facts, even though they might not be applicable to the incumbent of the contract. All tenders have different costs based on the size of their company, their speciality, geographical situation, know-how and any other operational demands. Moreover, it cannot be excluded that the current service provider would have to migrate the system due to new requirements.
Considering that migration costs will in any case represent a very small share of the contract and also considering that the price represents by far not the only award criteria, the inclusion of these costs in the scenario does not represent discrimination between the competitors."

“Would (the tenderer) need to submit (their) official annual financial statement in English language as well, or is the original document in (their national language) enough for the procurement?”

Additional information from the Contracting Authority:
"The working language of ESPON programme is English as well the European wide tendering is conducted in English language. Therefore a courtesy translation of supporting documents into English language is expected."
