The ESPON EGTC is launching this project to further build up ESPON’s stock of research and provide new European territorial evidence in the framework of the ESPON 2030 Programme, within the Thematic Action Plan called ”Perspectives for all People and Places” .

The choice of a competitive dialogue procedure is driven by the complex nature of the project, the need for clarifying the possible methodological alternatives and the objective of implementing innovative solutions to meet stakeholders’ demand for housing indicators.

In practice, this competitive dialogue aims at identifying the most suitable approach towards achieving the objectives of the ESPON WEBHOUSE project by establishing structured exchanges with a selection of economic operators. It will effectuate in specifications fed into Terms of Reference, which will serve as the basis for requesting tenders.

The purpose of the service contract awarded following this Competitive Dialogue is to deliver every year (in the period 2026-2029) an ESPON Barometer on local housing markets for the whole of Europe. This annual ESPON barometer shall bring innovative insights in the policymaking processes aiming at developing affordable housing at the EU, national or local levels.

Budget

The maximum available budget is EUR 1,000,000.00 (one million Euros), exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.

The deadline to submit tenders is 30 January 2026 at 11h00 CET
