Position

Assistant Director - Administration, Budget and Public Procurement

ESPON EGTC is recruiting an Assistant Director to supervise and lead the teamwork in tasks related to administration, including human resources, budget management and public procurement.

Please note that the date of 31 January 2025 represents a cut-off date for applications, and this call will remain open until a candidate is selected.

Description of the work

You will support the Director in setting the strategy and the operational goals for ESPON EGTC towards achievement of the objectives set forth in the ESPON 2030 Programme, and in monitoring their attainment. 

You will have a leading role in the planning and execution of the ESPON EGTC budget, its progress monitoring and reporting to the authorities of the ESPON 2030 Cooperation Programme and the ESPON EGTC Assembly, as well as in the management of public procurement and service contracts.

You will be responsible for organising the teamwork on the ESPON EGTC budget, public procurement and service contracts to ensure compliance with legal obligations and administrative procedures resulting, among others, from the management of European Structural and Investment Funds, as well as from the relevant Luxembourgish legislation in the field of financial administration and public procurement.

In addition, you will have to oversee the management of human resources and office administration at ESPON EGTC.

Profile and experience

You hold a relevant higher education degree (Master’s or equivalent) in the area of public and/or business administration, management, public finance, law, public procurement, or in any equivalent field corresponding to the work responsibilities.

You can demonstrate 10-15 years or more of the relevant work experience, of which at least 5-10 years in managerial position.

A very good knowledge of EU financial rules and regulations and of EU-funded programmes would be considered as a major asset.

This applies as well to solid experience in public procurement and in planning/executing internal control and risk management activities.

We are looking as well for very good leadership skills and high sense of responsibility and initiative.

Good record in working in multicultural environment would be an advantage.

This job offers stimulating professional environment and perspectives but requires in return high organisational capacity, to work under time pressure and to be ready to travel in Europe.

Eventually, you should be fluent in English and also in French, as the Luxembourg legislation is mainly provided in the latter language
