The Institute for Spatial Development at the Ministry of Physical Planning, Construction and State Assets organises a two-day international conference called "Planning and Development of Resilient Settlements", which will be held on 10 and 11 December 2025, at the Zonar Hotel in Zagreb. The conference is related to both TAP Nature-based Adaptation to Climate Change and TAP Places resilient to crises. 

The purpose of the conference is to emphasise the importance of spatial planning in developing resilient settlements by applying innovative approaches, tools and solutions for anticipated challenges and more effective management of spatial changes for the future.

The goals of strengthening settlement resilience through their capacity to prepare for, respond to and recover from different types of crises and challenges caused by natural events or human action, are integrated into European and national policies, and the Conference programme aims to start a conversation on their development and implementation in the spatial planning system. 

The conference also aims to intitate an exchange of knowledge and experience based on ESPON evidence from the ESPON GILL and ESPON TERRA RES projects. The Methodology for Quantifying the Demand for Green Infrastructure at Local Level (GILL) project will be presented by Paola Marinović, Research and Policy Manager from the ESPON EGTC and the Territorial Exaptive Resilience along EU Eastern Borders (TERRA RES) project will be presented by Dávid Kollár, Research Operations Manager, Századvég Foundation from Hungary.

The two-day conference programme is divided into several thematic blocks, within which short introductory lectures will be given by Croatian and foreign lecturers as an introduction into the panel discussions:

I Spatial policies for developing settlement resilience
II Spatial-planning tools of the new era
III Spatial-planning approaches to challenges of the new era
IV Social ecosystems
V Marine ecosystems
VI Green ecosystems

Target participants are representatives of public authorities at all levels, professional and academic communities, non-governmental organisations and interested public. The expected number of participants is approximately 200.

The conference is in-person only event.
