On the 5th of June 2025 at the Sala Polifunzionale of the Palazzo della Regione in Venice, took place the event ‘Quali Opportunità per i Territori’, organized by the Ministry of Infrastructure and Transport, as the National Contact Point of the ESPON 2030 Program, together with the Lombardy Region and the Veneto Region. The working day was dedicated to the Thematic Action Plan ‘Perspective for all people and places’ with a focus on the future of the labor market in Italy and with the participation of more than a hundred people.

The first session was moderated by Architect Rita Allegrini (Head of office – Division 5 of the Ministry) who presented the general aim of the Thematic Action Plan and the speakers. Among the others, Sara Ferrara (ESPON Program Managing Authority) who provided information about the structure, services and research opportunities of the Program and Professor Camilla Perrone who dedicated her speech to the “ESPON Program legacy: Opportunities for territories and research groups. The specificities of the ESPON 2030 program in the Interreg landscape”.

The first session of the day ended with the speech of Costanza Pagnini (Brodolini Foundation) who presented the results of the recently concluded European research project ESPON “OVERLAP – le crisi sovrapposte (ri)modellano il futuro dei mercati del lavoro regionali” (Overlapping crises (re)shaping the future of regional labour markets) which analyses the Italian labor market. 

The second session, moderated by Maria Grazia Pedrana (Director of the Lombardy Region) in collaboration with Santo Romano (Director General of the Veneto Region) was dedicated to a round table between representatives of the Italian territories and ESPON program authorities with the participation of representatives of the central regional administrations, ANCI Veneto and UPI Veneto as well as university professors and national implementing bodies from Veneto Region. 

Among the others, the discussion concerned the labor market in Veneto Region between demographic transitions, digital, green and geopolitical tensions and underlined the need to redesign skills in order to manage market changes and new job scenarios.

Il 5 giugno 2025, a Venezia presso la Sala Polifunzionale del Palazzo della Regione, il Ministero delle Infrastrutture e dei Trasporti, in qualità di National Contact Point del programma ESPON 2030, insieme alla Regione Lombardia e alla Regione del Veneto, nell'ambito del Piano d'Azione Tematico "Perspective for all people and places” ha organizzato l’evento "Quali opportunità per i territori", focalizzato sul futuro del mercato del lavoro in Italia. L’evento si è svolto in modalità ibrida ed ha visto la partecipazione di circa più di un centinaio di partecipanti tra i presenti in sala e quelli collegati da remoto.

L’Arch. Rita Allegrini, Dirigente Div. 5 del MIT, ha introdotto i lavori e moderato la prima sessione presentando gli aspetti salienti del Piano d'Azione Tematico e gli interventi dei relatori.

Tra questi, si segnalano in particolare, quello di Sara Ferrara, Autorità di Gestione del Programma, volto a fornire informazioni sulla struttura, i servizi, il patrimonio informativo e le opportunità di ricerca fornite da ESPON 2030 nonché la relazione della Professoressa Camilla Perrone “ESPON legacy. Opportunità per i territori e per i gruppi di ricerca. Le specificità del programma ESPON 2030 nel panorama Interreg”.

La prima sessione dei lavori si è conclusa, con l’intervento di Costanza Pagnini della Fondazione Brodolini che ha presentato gli esiti del progetto di ricerca europea, appena concluso, ESPON "OVERLAP – le crisi sovrapposte (ri)modellano il futuro dei mercati del lavoro regionali” (Overlapping crises (re)shaping the future of regional labour markets) che analizza alcune peculiarità del mercato del lavoro italiano. 

La seconda sessione, moderata dalla Dott.ssa Maria Grazia Pedrana, Dirigente della Regione Lombardia, in collaborazione con il dott. Santo Romano, Direttore Generale della Regione Veneto, è stata dedicata ad una tavola rotonda che ha dato ampio spazio al dialogo tra rappresentanti dei territori e autorità del programma ESPON e che visto la  partecipazione dei rappresentanti delle Amministrazioni centrali e regionali, di ANCI Veneto e UPI Veneto, dell'Autorità di Gestione del Programma ESPON 2030, nonché di esperti docenti Universitari e attuatori delle politiche per il lavoro in Veneto. 

Tra i principali temi trattati si ricorda quello relativo agli scenari del mercato del lavoro in Veneto tra transizioni demografica, digitale, verde e tensioni geopolitiche e quello che affronta la necessità di ridisegnare le competenze necessarie per adattarsi ai cambiamenti di mercato e ai nuovi scenari lavorativi.
