Land, as a limited natural resource, is under strong pressure to meet the country's needs in terms of creating housing, mobility infrastructure and even equipment. These developments lead to significant land take and impermeability of soils, which has consequences on the environment: soil erosion, fragmentation of landscapes, carbon destocking, weakening of ecosystems and loss of biodiversity.

In Luxembourg, demographic dynamics and economic development have led to urban sprawl which impacts agricultural areas and natural spaces. Protecting spaces still free from construction is therefore a major issue in land use planning policy. The new Territorial Development Master Program (PDAT) thus defines as a political objective the halving of land land take by 2035 to move towards zero by 2050.

The implementation of this objective involves the establishment of a new culture of territorial planning and the definition of strategies adapted to different types of territories.

It is in this context that the annual conference organized by the ESPON Contact Point in Luxembourg takes place, during which the following questions will be addressed:

- What are the existing strategies at national and European levels to limit the land take and waterproofing of soils?

- How to reduce urban sprawl in peri-urban and rural areas? What actions are underway in the region?

- What examples elsewhere in Europe can we draw inspiration from, what data and studies could be useful?

During the conference, the aim will therefore be to discuss the actions carried out in Luxembourg to limit urban sprawl, to shed light on other European practices through the ESPON SUPER project (Sustainable urbanization and development practices land use in European regions) in particular, and consider possible courses of action during a round table.

Le sol, en tant que ressource naturelle limitée est soumis à une forte pression pour répondre aux besoins du pays en terme de création de logements, d’infrastructures de mobilité ou encore d’équipements. Ces développements induisent une importante artificialisation et une imperméabilisation des sols ce qui entraine des conséquences sur l’environnement: érosion des sols, fragmentation des paysages, déstockage de carbone, fragilisation des écosystèmes et perte de la biodiversité.

Au Luxembourg, la dynamique démographique et le développement économique ont conduit à un étalement urbain qui impacte les surfaces agricoles et les espaces naturels. Protéger les espaces encore libres de construction est donc un enjeu majeur de la politique d’aménagement du territoire. Le nouveau Programme directeur d’aménagement du territoire (PDAT) définit ainsi comme objectif politique la réduction de moitié de l’artificialisation du sol à l’horizon 2035 pour tendre vers zéro à l’horizon 2050.

La mise en oeuvre de cet objectif implique la mise en place d’une nouvelle culture de la planification territoriale et la définition de stratégies adaptées aux différents types de territoires.

C’est dans ce contexte que s’inscrit la conférence annuelle organisée par le Point de contact ESPON au Luxembourg au cours de laquelle il s’agira d’aborder les questions suivantes :

- Quelle sont les stratégies existantes aux niveaux national et européen pour limiter l’artificialisation et l’imperméabilisation des sols ?

- Comment réduire l’étalement urbain en milieu péri-urbain et rural ? Quelles sont les actions en cours sur le territoire ?

- De quels exemples ailleurs en Europe pouvons-nous nous inspirer, quelles données et études pourraient être utiles ?

Lors de la conférence, il s’agira donc d’évoquer les actions menées au Luxembourg pour limiter l’étalement urbain, d’apporter un éclairage sur d’autres pratiques européennes à travers le projet ESPON SUPER (Pratiques d'urbanisation durable et d'utilisation des sols dans les régions européennes) notamment, et envisager des pistes d’actions au cours d’une table-ronde.
