This handbook has been developed as part of the ESPON Targeted Analysis "Putting clean energy transition policies into practice in Central Europe"
(CleanEnergy4CE). It is intended for policymakers, primarily at the regional and local levels.

The handbook supports municipalities and regions in Central Europe in navigating the practical realities of the clean energy transition. It is based on the experiences of local authorities, energy agencies, and regional stakeholders involved in the CleanEnergy4CE project.
