The final report of the CleanEnergy4CE project
This publication presents the findings of a Targeted Analysis designed to deepen our understanding of energy transition policies and their impact at various territorial levels across Central Europe. Our research identifies how these policies can effectively accelerate the clean energy transition, ultimately contributing to climate neutrality.
The analysis presents the current energy transition trends, examines specific policy instruments, renewable energy subsidies, and energy efficiency regulations. It also explores existing strategies, demand-side management approaches, and action plans. A key focus is the assessment of predominant success factors and bottlenecks at local, regional, and national levels, aiming to demonstrate how transnational cooperation and tailored governance mechanisms can help regions overcome challenges and accelerate their progress in energy transitions.
The study's comprehensive approach combines a review of existing energy transition strategies with secondary data analysis, stakeholder surveys, and in-depth case studies from nine regions within Central Europe. These case studies provide real-world examples, highlighting both the enablers and barriers to successful energy transition. The research methodology incorporates qualitative analysis through interviews and document reviews, complemented by quantitative surveys to capture stakeholder perceptions on the progress and challenges of the energy transition.
