Through case studies of Lille, Hannover, Munich, and Salzburg, the report highlights successful strategies—such as binding regional plans, cross-border cooperation, and fiscal incentives—while identifying persistent challenges like local resistance to densification and misaligned incentives. The findings offer actionable insights for policymakers, particularly in Switzerland, where similar urban pressures exist.
