The CER Telheiras/Lumiar is a Renewable Energy Community (REC) established in 2021 and managed by the local non-profit association Viver Telheiras. Located in the Telheiras neighbourhood of Lisbon, the project focuses on installing photovoltaic panels on public buildings to generate and share electricity among its members. It is a model of inclusive governance, exemplified by the practices of organising community discussion groups and implementing Measures to include vulnerable groups as members, whose membership fees are reduced or covered by a partner. The community's main objective is to establish one of Portugal's first citizen-led and inclusive RECs, addressing energy poverty and advancing energy democracy.
