The Final Report for Territorial Analysis of Decentralised Energy Markets (TANDEM) presents a comprehensive view of the development, emergence, and inclusiveness of energy communities (ECs) across Europe. The TANDEM research combines quantitative analysis of a pan-European database of 8,072 energy communities with detailed case studies of local practices. 

It identifies that social inclusiveness is primarily driven by financial support and is limited by high regional income levels, while the overall emergence of energy communities is most strongly enabled by social trust and the density of renewable energy infrastructure. The report concludes with policy recommendations aimed at facilitating social inclusion, expanding access to finance, and evolving national monitoring systems to fully unlock the potential of energy communities in achieving a just and sustainable energy transition in the European Union.
