Europe’s physical living environment faces growing, interconnected challenges—from climate risks like coastal flooding and heat stress to geopolitical threats. The ESPON VREPO project delivers tailored resilience strategies for five regions, including Malta. This report focuses on the island’s unique vulnerabilities—such as coastal erosion, water scarcity, and critical infrastructure exposure—and translates them into place-based solutions.
By integrating spatial risk mapping, cross-sectoral governance, and the Build Back Better framework, the report equips policymakers and practitioners with a roadmap to embed resilience into planning, investment, and community engagement. Designed to bridge local needs with broader EU resilience goals, it offers a model for sustainable, adaptive, and inclusive territorial development in Malta.
