The European Capitals of Culture (ECOC) initiative, launched in 1985, has been awarded to more than 60 cities across the European Union and beyond. Over the decades, the ECOC label has evolved into a powerful catalyst for territorial transformation, fostering cultural dynamism, strengthening international cooperation, encouraging public participation, and enhancing quality of life for residents. Beyond the cultural dimension, ECOC increasingly serves as a strategic instrument for long-term urban and regional development.

The DHAK study examines the role of informal “digital helpers” in reducing digital inequalities and sustaining access to increasingly digitalised services. Focusing on two metropolitan contexts—Bordeaux Métropole (France) and the City of Brussels (Belgium)—the executive summary provides a concise summary of the main results and policy recommendations.

The final report of the DHAK project identifies key patterns in how digital help is distributed, the types of tasks that trigger support, and the conditions under which such assistance fosters either user autonomy or dependency. It also underlines the limits of relying on informal support, particularly where responsibility, workload, and risks are shifted onto private individuals.

Reindustrialisation has returned to the forefront of Europe’s policy agenda, driven by geopolitical tensions, energy price instability and the need to strengthen long-term competitiveness while advancing the green transition. The ESPON RE-INDUSTRY project analysed how regions can position themselves within this changing landscape, focusing on the Kvarken region spanning western Finland and northern Sweden.

The seminar highlighted how the Kvarken regions—Västernorrland, Västerbotten, and Ostrobothnia—can build on their current strengths to attract green, energy‑intensive investments. As some of Europe’s most competitive regions for net‑zero technologies, they have a unique opportunity to drive industrial renewal through renewable energy, strong industrial ecosystems, and regional expertise. The event explored how these advantages can be leveraged before competitiveness declines, and how such efforts support both regional growth and the EU’s green transition.

This case study report focuses on 5 country case studies (the Netherlands, Poland, France, Italy and Germany), it provides a detailed assessment of how territorial instruments are set up and function, describes their key features, assesses their value in terms of the design and delivery of territorially sensitive interventions and identifies some of the main factors that influence their operation.
SENPO: Final Report
Based on a common analytical framework, this study provides comparative insights on how national territorial instruments target territories, coordinate governance and funding, integrate with EU instruments, and con-tribute to spatial planning. The report draws on desk research and stakeholder interviews that were conducted across territorial instrument case studies in five European countries (the Netherlands, Poland, France, Italy and Germany).
