The Expert’s Conference will celebrate the completion of the VASAB Vision 2040. Experts in the field of spatial planning and regional development will come together to discuss what the VASAB Vision means for the Baltic Sea Region and how each of us can contribute to making it a reality.

The event will take place back-to-back with the adoption of the Vision 2040 by the Ministers responsible for spatial planning and development in the VASAB countries of the Baltic Sea Region on 2 June 2023.

 Europe’s labour market is entering a decade in which structural forces converge and pull unevenly on every region. First, the demographic change is steadily thinning the labour supply: by 2050, the EU’s labour force is set to decrease by 35 million people. (Secondly) This demographic transition comes at a time when Member States are increasing their efforts to achieve the decarbonization targets, and (thirdly) when they are ramping up investments to digitalise the economy.

HERIWELL was carried out by a partnership led by Istituto per la ricerca sociale (IRS, Milano) with subcontractor Acume, the ERICarts Institute & Network (Cologne) and the Associazione per l’Economia della Cultura (AEC, Rome). Experts from across Europe were involved in the project that developed a pan-European methodology and territorial analysis of impacts of Cultural Heritage (CH) that can be associated with societal well-being. ESPON IRiE project came to an end with fresh evidence on interregional relations to Europe available for policy use. To make it actionable and to sensitise the stakeholders on putting it to practice, a knowledge transfer event was held on the 24th and 25th of November 2022 in the Baluarte Conference Centre in Pamplona.

This report contributes to the Maritime Spatial Planning with two objectives: to undertake an analysis and characterization of the coastal and maritime planning and land-sea interactions from a multi-level (national, local), multi-sectoral (energy, aquaculture, transport, tourism, defence, nature protection, etc.) and multi-actor (public, private) perspective. And to outline policy recommendations that could build the basis for comprehensively embedding the maritime spatial planning competences of local and national level into legislation and into formal and informal planning processes.

The research aims at understanding how a wider range of potential crises may affect the future of regional labour market from a territorial perspective, within the intricate ever changing socio-economic and environmental context, and as a result of the effects of overlapping crisis.

The contract will be implemented through a standard service contract with the duration of 2 years. This public procurement procedure will not be divided into lots.

The estimated value of this contract is of EUR 700,000.00, excluding VAT, over the entire term of the contract.

This activity is based on the results of the targeted analysis project Maritime Spatial Planning and Land Sea Interactions (MSP-LSI) and has been commissioned by the ESPON EGTC for Luxembourg, as a member of the North Seas Energy Cooperation (NSEC). It was conducted following a request of the Ministry of Energy and Spatial Planning  Luxembourg, in their role as a member of the North Seas Energy Cooperation (NSEC).
