Preparation of this paper has been requested by the Polish Presidency of the Council of the European Union to substantiate discussion on urban policy in the upcoming term (first half of 2025), with a declaration to be agreed upon by Ministers for Cohesion Policy, Urban Matters and Territorial Cohesion at the informal meeting in Warsaw, in May 2025.

Integration in cross-border regions can be understood through two main dimensions. The first relates to interactions across the border, shaped by the intensity of cross-border flows and the barriers that may affect them. The second concerns the degree of spatial convergence between the territories, reflected in similarities or differences in their economic, social, and territorial characteristics. These integration processes do not unfold in the same way everywhere.

European research project "Governance mechanisms for cross-border functional areas" (CROSSGOV) aims to develop the knowledge base and prepare the ground for further research under the respective TAP, and to broaden the understanding upon cross-border functional territories, providing a common approach at European level; this will provide a departure point for activities to help policymakers at all relevant levels in harnessing the potential of functional approach in planning and governance.

The objective of this European research project is to conduct an analysis of the regional effects arising from scenarios related to Open Strategic Autonomy. This includes examining the impact of diversification benchmarks for strategic raw materials outlined in the European Union's Critical Raw Minerals Act. The project also aims to assess the regional effects resulting from concessions in Free Trade Agreements, specifically those contributing to diversification targets for strategic raw materials.
