Metroland addresses a pertinent, long-standing and unresolved issue: how demand for urban functions, such as homes, schools, offices, parks and shops and its associated infrastructure (built environment) can be accommodated without unduly harming ecosystem functions such as habitats, soil, air and water quality (natural environment). Attention to this matter is necessary because urbanisation in Europe has by most measures occurred unsustainably over the past few decades, resulting in over one million hectares of land being ‘taken’ for urban use between 2000 and 2018 alone.

This study explores how cross-border regions between Slovakia, Poland, and Czechia can strengthen cooperation and better harness their shared potential. The focus of the study will lie on analysing existing and potential cross-border functional areas along the 3 segments, namely Slovak–Polish border, the Slovak–Czech border, and the tri-border area where all three countries meet.

Doing your shopping in the neighbouring country and promoting your business on the other side of the border are common practices in the French-German border region. Policymakers are aware that economic dynamism – particularly in city centres – is closely linked to cross-border consumer habits.

The CROSSSHOP project aims to analyse this phenomenon. The results should make it possible to identify ways of developing a competitive and sustainable regional policy. The study focuses on cross-border consumer habits as well as existing obstacles.

The seminar highlighted how the Kvarken regions—Västernorrland, Västerbotten, and Ostrobothnia—can build on their current strengths to attract green, energy‑intensive investments. As some of Europe’s most competitive regions for net‑zero technologies, they have a unique opportunity to drive industrial renewal through renewable energy, strong industrial ecosystems, and regional expertise. The event explored how these advantages can be leveraged before competitiveness declines, and how such efforts support both regional growth and the EU’s green transition.

URDICO-Florence case study

This annex to the URDICO Final Report examines Florence and its engagement with EU Cohesion Policy and related programmes. The case highlights how Florence leverages its status as one of Italy’s 14 metropolitan cities, acting as an Intermediate Body in the National Operational Programmes for Metropolitan Cities (2014–2020 and 2021–2027), while also coordinating with the wider Metropolitan City of Florence, which encompasses 41 municipalities and around one million inhabitants.

This annex of the ESPON URDICO final report presents policy recommendations to strengthen the urban dimension of EU Cohesion Policy beyond 2027. Drawing on city case studies, multi-level analysis, and participatory consultations, it addresses challenges such as fragmented governance, limited administrative capacity, and weak alignment between urban strategies and EU funding.
